Because of the fundamental flaw in the monetary/finance/economic system used by humanity in planet earth (arguably, any monetary system used on any planet is inherently flawed; which is why Hilarion predicts humanity will evolve sufficiently to do away with money in several thousand years time), the influence and reach of power of the mafia/yakuza/black-society will always overpower the law or legal system (which in many countries is in itself corrupt, directly or indirectly, legally or illegally, anyway).
